Abstract
La minorité connote une qualité, non une quantité. Cette qualité est dynamique et mobile ; elle s’acquiert et se perd au fur et à mesure que les individus ont la liberté d’exprimer leur opinion. Les États africains donnent l’impression de signer des textes à haute teneur en principes démocratiques pour se donner bonne conscience et se conformer à l’appel de La Baule. La démocratie africaine ne saurait être a priori ; le défi à relever, c’est de partir des principes contenus dans les textes du système des Nations Unies et d’oser imaginer des formules inédites qui permettent une vie démocratique authentique.
