Abstract
Résumé Cet article rend compte de la première expérience française de jury citoyen touchant l’organisation d’un service technique territorial, en l’occurrence de gestion des déchets. Après avoir brièvement procédé à une mise en perspective historique et conceptuelle du tirage au sort, nous décrivons le contexte controversé dans lequel s’est inscrite cette initiative, puis rendons compte de son déroulement. Nous avons été notamment attentifs à l’expérience des citoyens qui abandonnent le confort de la « liberté des modernes » – être libre de vaquer à ses affaires privées – et renouent (provisoirement) avec la « liberté des anciens » en devenant co-producteurs de la décision publique. Nous mettons en avant le « trouble de légitimité » et la « charge morale » que cet engagement civique est susceptible de provoquer chez les jurés. Ceux-ci semblent y avoir réagi en forgeant en situation une éthique collective de l’expérience citoyenne, mais aussi en ayant recours lors de la délibération finale à une certaine forme d’imaginaire ordinaire du « durable », peuplé de techniques douces et de gestes éco-citoyens.
