Marqué par une biodiversité exceptionnelle et une grande pauvreté humaine, la destruction rapide des ressources naturelles à Madagascar place le territoire et son appropriation au centre des enjeux de développement. Dans ce contexte, cet article s’intéresse à l’émergence et à la mise en œuvre d’une politique publique touchant la Gestion LOcale SÉcurisée (GELOSE) dont le principal objectif vise à transférer la gestion de ces ressources, de l’État vers les communautés locales, dans le but de les protéger plus efficacement. Cette lecture montre cependant que les objectifs, les ressources et les stratégies des principaux acteurs concernés sont difficilement conciliables et que le système de relation qu’il induit n’est pas nécessairement en phase avec les finalités poursuivies.
