Il est possible de distinguer quatre espaces stratégiques au sein desquels la participation à la francophonie multilatérale prend son sens pour le gouvernement québécois : le paradiplomatique , le politico-constitutionnel , l’ identitaire et le protodiplomatique . Cet article présente chacun de ces espaces et leur évolution récente. On constate que les contextes interne et externe de la participation du Québec à la francophonie se sont radicalement transformés au cours des dernières années. Il en résulte pour le gouvernement québécois une plus grande difficulté de concilier les impératifs des différents espaces.
