Abstract
Cet article expose les circonstances entourant le développement des réseaux de distribution et d’évacuation de l’eau dans la région métropolitaine de Montréal, à partir des dernières décennies du XIXe siècle jusqu’au début des années 1980. Comment perçoit-on l’eau dans une région urbaine où sa présence domine? Comment l’utilise-t-on et y donne-t-on accès? À partir d’une analyse des rapports sociopolitiques qui ont conditionné les modalités de gestion de la ressource à l’échelle métropolitaine, nous nous attardons à certains des enjeux environnementaux soulevés dans des milieux différenciés en tenant compte des problèmes qui sont posés en amont (l’approvisionnement) comme en aval (les rejets). Il est démontré que les décisions sociopolitiques relatives aux ouvrages de traitement de l’eau potable et des eaux usées ont tout autant constitué un facteur de division que de regroupement des acteurs locaux.
