Abstract
Au-delà de 70 % des candidats aux élections scolaires du Québec sont élus par acclamation et la participation aux scrutins, là où ils se tiennent, ne dépasse guère 20 %. Ce phénomène s’expliquerait par la culture politique propre au milieu scolaire caractérisée, paradoxalement, par l’apolitisme. Prenant acte à la fois de ce fait et de ce que l’État a, depuis 1971, privilégié la « démocratie des usagers » plutôt que celle des citoyens, l’auteur propose de confier aux parents l’élection des commissaires. Il recommande ensuite une série de réformes du système électoral et, au premier chef, la votation généralisée par correspondance.
