Abstract
Les scandales constituent des signaux forts pour le système politique. Ils alertent les acteurs parce qu’ils traversent le périmètre habituel de la décision. Pour y répondre, l’approche politique consiste le plus souvent à accroître le nombre ou le poids des contrepouvoirs, à l’interne comme à l’externe. Basée sur la philosophie libérale, en particulier celle de Montesquieu, cette réponse met l’accent sur les relations entre les agents, valorisant la concurrence entre eux plus que leur accord sur une conduite posée comme éthiquement valable. L'auteur du texte reprend cet argumentaire en posant que ce ne sont pas les individus qui sont en cause mais bien la nature des interactions.
