Abstract
This paper focuses on the development and maintenance of the national qualification structure for secondary vocational education and training in the Netherlands. The qualification structure was introduced in 1997 as part of new legislation for vocational and adult education. The core questions to be answered concern the extent to which the policy aims pursued with the qualification structure are realised and the possible factors that might enhance or inhibit this realisation. The results of the evaluation show that the intended transparency and responsiveness of the qualification structure are not yet realised. This also holds for the intended breadth and sustainability of the qualifications. Development and maintenance of the qualification structure is based on a model of ‘chain management’. Both the lack of co-ordination within the chain and a lack of steering during the development process are major inhibiting factors.

Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from it
