Abstract
Résumé La diversité culturelle, considérée en Europe comme un bien public commun, constitue la pierre d’achoppement de la politique audiovisuelle. Promouvant une exception européenne, les décideurs européens s’accrochent à ce concept afin de favoriser des politiques adaptées aux enjeux nouveaux liés aux évolutions territoriales et technologiques bouleversant les logiques identitaires. La construction d’un level playing field européen – capable de soutenir les services audiovisuels dans la mondialisation – suppose d’allier promotion de l’héritage culturel européen et développement du marché des industries créatives. La politique concernant le cinéma n’est pas encore assez mûre pour constituer un véritable instrument de soft power. Alors que les majors américaines dominent toujours le marché et que de nouveaux pays deviennent de réels concurrents, l’UE tente timidement de s’insérer dans la mondialisation via de nouveaux programmes. Cependant, l’Europe reste un pouvoir fragmenté en quête d’orientation politique.
