Abstract
Renforcer le lien social en encourageant les citoyens à s’engager dans leur communauté n’est pas suffisant pour les ramener au cœur du système politique national. La contre-démocratie, c’est-à-dire l’ensemble des actions menées du local au mondial pour surveiller, dénoncer, s’opposer aux pouvoirs politiques et économiques dominants, doit reposer sur la participation institutionnalisée des citoyens à la coconstruction des décisions et des politiques publiques. Une démocratie délibérative qui s’ouvre à la parole des citoyens non experts et non élus est la meilleure source de confiance.
