Abstract
Cette constatation de l'étude Opération : rénovation sociale (Conseil des Œuvres — maintenant Conseil de Développement Social — 1966) a sensibilisé un bon nombre de personnes et d'organismes sociaux, à se poser davantage de questions au sujet de la situation socio-économique faite aux ruraux dans la région métropolitaine de Montréal. D'où l'intérêt du Conseil de développement social du Montréal métropolitain à étudier de façon plus approfondie le phénomène migratoire, ceux qui le vivent — les migrants — , la façon dont ils le vivent et le résultat de cette expérience. Par ailleurs, l'Office de développement de l'Est du Québec est actuellement engagé dans une expérience-pilote de migration organisée, qui a pour objet la fermeture à l'habitation de certains territoires marginaux et la relocalisation des populations concernées. Cette expérience marque, en milieu québécois, la première tentative d'organisation formelle de la migration d'un groupe de familles, exigeant au départ une politique rationnelle et le concours de plusieurs ministères provinciaux. D'où l'intérêt de PO.D.E.Q. — et particulièrement des représentants du Ministère des affaires sociales à cet organisme — à tout phénomène migratoire, spontané ou organisé, et à ses résultats en ce qui concerne les ressortissants de la région de l'Est du Québec. La collaboration de ces deux organismes a permis la réalisation de ce projet de recherche.
