Abstract

Nous nous interrogeons sur les difficultés qu'ont les collectivités locales à structurer un niveau local de gestion du développement et de régulation sociale efficace face à la globalisation économique. La crise de l'État-nation a fait croire à l'émergence presque instantanée de ce niveau local. Les innovations technologiques et les renversements sociospatiaux induits par la crise du fordisme ont aussi fait croire à des nouvelles opportunités de développement pour les petites régions. Mais le niveau local tarde à se constituer. Nous posons l'hypothèse que cette constitution n'est pas une conséquence directe de la globalisation. Sa mise en oeuvre apparaît plutôt comme une réponse collective à la globalisation. En fait, le local émerge à travers un processus complexe, médiatisé, où les intérêts collectifs portés par les mouvements sociaux se confrontent aux intérêts individuels issus des acteurs économiques et défendus par les acteurs politiques.
