L’Enquête québécoise sur les limitations d’activités et l’enquête Handicaps, incapacités, dépendance : deux enquêtes cousines et différentes

Les enquêtes de population consacrées aux situations de handicap posent des défis tant sur le plan conceptuel qu’opérationnel. Cet article compare deux enquêtes, l’Enquête québécoise sur les limitations d’activités (EQLA) au Québec et l’enquête Handicaps, incapacités, dépendance (HID) en France. Malgré des approches conceptuelles très voisines, les deux enquêtes ont opté pour des méthodes différentes face aux défis posés par ce type d’enquêtes. La stratégie d’échantillonnage pour le filtrage de la population à l’étude retient particulièrement l’attention. Les deux approches conduisent d’ailleurs à des résultats assez différents pour des incapacités semblables (vision, audition, mobilité, etc.). Ces écarts sont mis en lien avec les différences de méthodes, surtout lorsqu’il s’agit d’incapacité légère: les estimations touchant les incapacités les plus graves semblent concorder davantage. L’article examine aussi l’exploitation de ces enquêtes et met en relief leurs forces respectives pour des comparaisons dans le temps, entre populations, ou pour l’estimation de résultats locaux. La conclusion souligne la complexité de la mesure des situations de handicap, la nécessité de tenir compte des méthodes utilisées et de poursuivre les efforts visant au développement de ces enquêtes pour faciliter, entre autres, les comparaisons internationales.
