Abstract
Depuis la fin des années 1990, le département de l’Aude (France) accueille des projets de parcs éoliens portés par des entrepreneurs privés. Ces implantations ou projets d’implantations ont provoqué l’émergence de nombreux conflits. L’opacité de la position de l’État dans le développement de l’énergie éolienne et son insertion environnementale, ainsi que l’absence d’une politique d’aménagement territorial clairement définie conduisent les collectivités locales à pallier le manque de législation et à produire les conditions d’une régulation locale des conflits, à travers des documents visant à définir un cadre institutionnel à l’implantation d’éoliennes. Cet article se propose d’analyser la teneur et l’impact de ces différents documents et d’évaluer leur capacité à mettre en oeuvre l’intégration environnementale de l’éolien.
