Abstract
On a tendance à voir les PPP comme une forme organisationnelle idéale, qui permet à l’État de réaliser des objectifs économiques et sociaux sans débourser tous les fonds correspondants et sans avoir besoin de gérer les opérations qui en résulteraient. Cette vue est utopique. En fait, les PPP accroissent la complexité de l’État, comme le faisaient les entreprises d’État. Dans cet article, nous comparons le management de l’État à celui d’une entreprise diversifiée et montrons que les PPP, bien qu’étant des innovations organisationnelles remarquables, doivent faire l’objet d’un véritable management pour qu’ils puissent tenir leurs promesses. Leur management s’apparente à celui des entreprises d’État et peut poser les mêmes problèmes. En lien avec les développements proposés, nous suggérons aussi comment le management des PPP peut être concrètement organisé.
