Abstract
Jugé incapable de se gouverner lui-même librement au lendemain de la Première Guerre mondiale, le peuple irakien à peine libéré de l’administration turque et donc juridiquement indépendant bien que sous occupation militaire britannique, fut rapidement placé sous tutorat de la Puissance occupante sans que le peuple ait à exprimer sa volonté puisqu’il était considéré de civilisation inférieure. Au moment d’exercer enfin son droit à s’autodéterminer, le Conseil de la Société des Nations le soumit à un contrôle étroit destiné à vérifier qu’il avait effectivement acquis l’aptitude à se gouverner librement, c’est-à-dire démocratiquement. Bizarrement, la sdn qui avait abandonné le critère de légitimité démocratique depuis l’adhésion de l’Éthiopie, l’opposa quand même au peuple irakien. L’émancipation de l’Irak coïncida avec son admission à la sdn en 1932.
