Abstract
L'accès des régions européennes à la scène internationale ne traduit pas seulement le développement d'un nouveau champ d'activités ni un simple élargissement de leur horizon d'intervention et de coopération. Il résulte avant tout d'une évolution cruciale dans l'architecture institutionnelle des pouvoirs au sein de l'Union européenne, évolution qui est liée elle-même à la transformation des modes de production et des échanges économiques à l'échelle de la planète : plus facilement que les centres étatiques, les régions peuvent en effet s'inscrire dans ce changement d'échelle de l'économique et du politique et inventer de nouvelles formes de gouvernance territoriale et de relations internationales. Sur la base d'une approche en termes d'économie politique, il est ainsi proposé d'appréhender dans un même cadre interprétatif les processus de globalisation, d'intégration continentale et de régionalisation subnationale.
