Depuis le début du siècle, le taux de « criminalité » à Hull a fait à cette ville une réputation peu enviable, qui lui a valu le surnom de « Petit Chicago ». Nous verrons que son état de ville frontalière et la tolérance différentielle affichée par les Ontariens et les Québécois en matière de consommation d'alcool y ont eu une influence prépondérante sur le « crime » et l'activité policière tout au long du XXe siècle.
