Entre abandon et captation. L’adoption québécoise en « banque mixte » Pour offrir une meilleure stabilité à l’enfant placé, les autorités étatiques en protection de l’enfance peuvent maintenant décider de le faire adopter. Cependant, avant d’être admissible à l’adoption, l’enfant placé doit être cliniquement redéfini comme étant abandonné. Au Québec, le programme de placement pré-adoptif en Banque mixte a délimité un espace-temps liminaire à l’intérieur duquel peut s’accomplir cette « reconfiguration ». La Banque mixte étend ainsi la souveraineté étatique au-delà des barrières légales traditionnelles qui garantissent la permanence des liens de filiation. L’enjeu stratégique est d’en arriver à ce que l’adoption de l’enfant se confonde avec la mission première de la protection de l’enfance, qui est de préserver ses liens familiaux. Sans une fusion de ces deux visées a priori contradictoires la banque mixte pourrait se réduire à un dispositif de captation d’enfants, par le système de protection.
