Abstract
ABSTRACT In Atlantic Canada, community economic development (ced) and community development corporations (cdcs) in particular have gained legitimacy as tools for development in economically depressed communities. This paper examines the structure and activities of Canada's oldest cdc, New Dawn Enterprises Limited, located in industrial Cape Breton, Nova Scotia. The paper argues that the case of New Dawn demonstrates that ced practice often contradicts its aims, that ced organizations like New Dawn are dependent on a weak economy and government subsidy for their profitability, and that the only method they recognize is the capitalist method.
