Le Grand Paris n’est pas à l’abri d’une inondation majeure par débordement de la Seine et de la Marne qui réduirait durablement son attractivité et sa compétitivité. La résilience urbaine aux inondations apparait comme une alternative nouvelle aux politiques locales de gestion des risques d'inondation, encore très centrées sur la protection hydraulique contre les crues. Une stratégie métropolitaine basée sur la résilience suppose néanmoins acceptation du risque et anticipation, en particulier en matière d’aménagement du territoire. Le concept de résilience, désormais très développée en géographie des risques, est cependant encore méconnu des praticiens. Les maîtres d’ouvrages sont peu familiers avec le risque d’inondations. Ils en limitent l’importance et la réduisent souvent à un problème technique. Les concepteurs y sont plus sensibles que par le passé, mais ils peinent à concilier cet enjeu avec les priorités des maîtres d’ouvrages (habitat, transport…), et ce, alors que beaucoup de terrains mutables sont localisés en zone inondable dans le Grand Paris.
