Abstract
Les documents sur les rapports entre minorités et États sont encore souvent basés sur des catégorisations rigides et dichotomiques, maintes fois en contradiction avec les mobilités liées à la mondialisation. Dans les changements en cours, les langues demeurent un sujet tabou dont le refoulement laisse place au recours à une lingua franca. Les tensions contemporaines appellent à une redéfinition des droits et des minorités linguistiques. Comment une politique linguistique établie il y a plusieurs décennies peut-elle assumer les défis des minorités et des migrants, sans oublier celui des expatriés ? Les Roms (minorité fabriquée) et l’évolution de la Finlande bilingue (minorité historique des suédophones) serviront d’exemples pour tenter de mieux appréhender les situations présentes et repenser le concept de minorité.
