Au projet de refonder la démocratie en Afrique doit s’ajouter une solide réflexion critique sur la rhétorique de la démocratie libérale qui masque la domination croissante du capital sur la vie politique, tant en Occident qu’en Afrique. Cette domination prend, entre autres, la forme des pressions exercées par les grands organismes financiers internationaux sur les États nationaux. Une telle réflexion critique doit aussi s’appliquer à des institutions africaines comme la famille élargie qui induit une confusion entre bien privé et bien public. Même les idées d’éducation civique, de société civile et de peuple ne peuvent échapper à cette analyse lucide. La force de la pensée critique et la valorisation d’institutions délibératives propres à l’Afrique sont des leviers nécessaires à la fondation de la démocratie en Afrique.
