Abstract
Résumé Cette contribution étudie les rapports au politique (entendus principalement comme les relations entretenues avec les élus locaux) des cadres des collectivités territoriales au regard de leur mode de recrutement, de leur statut d’emploi et de leur déroulement de carrière. Ces trois indicateurs de la position professionnelle varient fortement selon la génération d’appartenance. Les transformations de l’emploi public local qui affectent les jeunes générations – élévation de la qualification initiale, raréfaction de la mobilité liée à l’ancienneté, banalisation de la mobilité géographique et de la contractualisation – contribuent à la redéfinition des relations entre élus locaux et cadres territoriaux, dans le sens d’une moindre dépendance personnelle, mais d’un étiquetage partisan maintenu. Ce faisant, cet article revisite la thèse de la politisation de l’encadrement territorial en spécifiant ses formes au regard des trajectoires et des pratiques professionnelles, ainsi qu’en intégrant l’existence de tensions générationnelles.
