Résumé Le présent article propose une réflexion sur la question des institutions et de l’évaluation des politiques et projets de transport. Partant du constat d’une complexité croissante du système institutionnel et d’une montée des revendications locales et identitaires dans un contexte communautaire de plus en plus présent, il prône à la fois des procédures rénovées de dialogue et d’expression fondées sur « l’assentiment » et un éclairage des choix s’appuyant largement sur la dynamique des systèmes.
