La haute fonction publique néerlandaise est rarement décrite en des termes « élitistes », ce qui correspond à la culture sociale égalitaire bien présente dans le pays. Même si elle est officiellement ouverte au recrutement externe, dans la pratique, la (haute) fonction publique au sein du gouvernement central est un système relativement fermé. La mobilité professionnelle entre ces fonctionnaires et les titulaires d’une charge politique est relativement limitée, et elle est quasiment inexistante entre les secteurs public et privé. Le nouveau management public a eu peu d’influence sur la structure et le fonctionnement des élites administratives néerlandaises. La création d’un Service d’administration générale ( Senior Executive Service , SES) (une haute fonction publique) et, au sein de celui-ci, du « Top Management Group », aura été plus importante pour le positionnement et le fonctionnement de ces fonctionnaires. En créant ce système de carrière au sommet de la fonction publique au niveau central, la nature élitiste des hauts fonctionnaires a été renforcée. Remarques à l’intention des praticiens Le nouveau management public (NMP) n’a pas eu d’influence sur la structure et le fonctionnement de la fonction publique néerlandaise. La rotation des postes au sommet, par le biais du Service d’administration générale s’inspire essentiellement de la volonté de réduire le cloisonnement des départements ministériels. Ce qui a changé, c’est l’environnement dans lequel les hauts fonctionnaires travaillent, étant donné que le Parlement, les médias et les citoyens exigent des résultats rapides et tangibles.
