Aux grands projets de la Révolution tranquille ont succédé, avec la crise, des problèmes d'intendance. Aujourd'hui, nous assistons à des tentatives de planifier le temps de travail en vue d'une gestion plus « scientifique » ou moins coûteuse. Ce qui ne va pas sans d'énormes résistances ni sans le boycottage des syndicats. Crise du temps industriel. Crise de son extension dans la bureaucratie. Il y a en somme, depuis le début de l'ère industrielle, une sorte de confrontation entre une conception rationnelle ou scientifique du temps de travail, d'une part ; et de l'autre, le temps tel que vécu, tel que valorisé ou symbolisé par les différents groupes. Le temps est ainsi devenu un enjeu social. Il peut être opportun de réfléchir à cet enjeu en un temps où la mode est à la qualité de vie au travail (QVT). Le congrès international de Toronto sur la QVT et les années 80, en septembre 1981, a présenté un ensemble d'expériences dans divers pays. Ce qui frappe, c'est que ces expériences portent sur les conditions les plus faciles à changer et connaissent des succès très relatifs. Pourquoi ? Aucune firme ne remet en cause le temps industriel. On peut ne pas être étonné de la chose. Mais, peut-on penser, tant que le temps planifié et les cadences ne seront pas ralentis ou modifiés, la plupart des expériences de QVT tourneront court. Le temps est un enjeu majeur.
