Abstract
Canadian Foreign policy after the Second World War is often said to have been based on the functional principle, the idea that state participation in international affairs be determined on an issue by issue basis, contingent upon the state’s interests, its prior contribution and its capacity for further involvement. This article argues that the significance of the functional principle in wartime and postwar Canadian foreign policy has been much exaggerated. Foreign policy was determined less by a calculation of universal morality than by a clear conception of Canadian self-interest.
