Abstract
Cet article étudie les principes et représentations des attentes et besoins du public qui président à la constitution et à l’organisation des collections des bibliothèques municipales parisiennes. Quels publics s’agit-il de servir? Comment concilier service de tous et service de chacun? Comment l’élaboration d’une offre de lecture publique prend-elle en compte les demandes, explicites ou implicites, dans leur diversité? Interrogeant la notion de « service public », l’article examine la manière dont s’articulent valeur symbolique et valeur d’usage et dont le souci du « grand public » peut parfois conduire à une sorte de « censure par la moyenne ». Comment une logique de promotion d’une offre peut-elle cependant coexister avec une logique de réponse à la demande? L’article pose enfin la question de la démocratisation culturelle en examinant la manière dont l’offre peut réciproquement déterminer la demande et participer à définir les publics réellement servis, donc aussi, faute de médiation, à exclure.
