Abstract
La Québec étant une « société neuve » donne à voir différents modèles d’occupation de ses différents territoires. Sa structuration spatiale présente une région centrale, des régions intermédiaires et des régions périphériques et on observe une déconnexion entre celles-ci et notre métropole. Trois modèles de développement rural ont caractérisé l’histoire québécoise : le développement territorial par la petite propriété, par la grande entreprise et par l’État. Ils ont imprégnés la conscience collective et influencent les représentations différenciées du développement territorial. À la suite du succès limité des politiques descendantes de développement régional, une nouvelle approche basée sur la mobilisation des acteurs locaux a émergé. Dans ce renversement de l’action publique, la ruralité de refaire surface et de devenir un objet de la politique publique. Nous montrerons alors que la Politique nationale de la ruralité du Québec est une politique innovatrice qui propose un véritable modèle de développement territorial durable.
