En l’espace de deux ans, des réformes institutionnelles de grande envergure ont bouleversé le paysage de l’action sociale en direction des populations immigrées en France. L’absorption par deux nouvelles « Agences » de structures qui étaient en charge, depuis des décennies, des politiques sociales concernant les migrants, si elle est présentée comme une action de rationalisation, n’en suscite pas moins de très vives inquiétudes quant à la conception de l’intégration qu’elles sous-tendent.
