Abstract
L’objectif de cet article est de montrer la transformation d’un projet d’aire marine protégée par l’introduction de la notion de gestion intégrée. Cette transformation est analysée à travers, à la fois, l’évolution des objectifs environnementaux du projet et les recompositions des alliances entre les acteurs participants aux négociations. Nous montrons que la gestion intégrée, en définissant avant tout une procédure, fournit un cadre malléable permettant de nombreux jeux d’alliances. La souplesse du cadre de référence repose sur la mobilisation d’outils conceptuels spécifiques entrant dans la définition de la gestion intégrée et modifiant les conceptions de l’espace et du temps ainsi que les formes de régulation des usages. Cet article est fondé sur une recherche de terrain menée entre 1998 et 2006 autour du processus de création d’un parc marin en mer d’Iroise (Bretagne).
