Abstract
Cette recherche est basée sur une étude comparative de deux investisseurs institutionnels publics en France (la Caisse des dépôts et consignations) et au Québec (la Caisse de dépôt et placement). Elle vise à dégager les dispositifs collectifs mis en oeuvre par ces acteurs pour remplir leur mandat de développement de l’emploi et des industries. La mise en évidence de l’architecture de gestion de ces investisseurs institutionnels publics permet dans un second temps de questionner l’évolution de leur identité. Les deux cas étudiés en France et au Québec illustrent deux trajectoires possibles de la financiarisation : une trajectoire de financiarisation par le retrait de l’État pour assurer la prédominance de l’objectif de rendement financier sur le développement économique et une trajectoire de financiarisation par l’ingérence de l’État dans la structure institutionnelle pour contourner les missions d’intérêt général.
