Abstract
Les conditions sont en place pour une réflexion de fond sur l’éthique en milieu municipal. Rien n’indique, toutefois, que cette réflexion s’engage à l’heure actuelle dans la bonne direction. On assiste plutôt à une confusion généralisée entre « éthique » et « déontologie » qui est alimentée par le discours de la classe politique et largement répercutée par les médias. Cette confusion va de pair avec une apparente obsession de la sanction qui empêche d’envisager la possibilité d’une véritable intervention d’ordre éthique, davantage préventive que punitive. Pourtant, une telle intervention éthique pourrait avoir lieu auprès des acteurs municipaux ainsi qu’auprès des organisations municipales. On pourrait en escompter certains bénéfices réels.
