Résumé 1 En 2005, l’atteinte des objectifs du protocole de Kyoto demeure bien incertain, et ce, même si la Russie lui a donné vie en le ratifiant en 2004. Même en vigueur, d’énormes difficultés d’application se dressent devant sa mise en œuvre. Les États-Unis auraient-ils été le premier pays à évaluer le protocole de Kyoto de façon réaliste, ou ont-ils refusé de le ratifier pour des raisons qui leur sont propres ? Le présent article défend la seconde hypothèse. En mars 2001, le gouvernement américain annonce le retrait des États-Unis du protocole de Kyoto sur la réduction des gaz à effet de serre (G.E.S.) et il n’a pas réellement remplacé cette participation par une politique ferme de réduction de gaz à effet de serre. Ici, nous voulons regarder ces hésitations américaines sous un angle institutionnel, c’est-à-dire dans la perspective des institutions américaines elles-mêmes. Peu de choses, en réalité, dans l’expérience institutionnelle américaine, préparent ce pays à une politique vigoureuse de réduction des gaz à effet de serre, autrement qu’a travers des innovations technologiques ou des programmes d’action volontaire. Même si nous privilégierons le concept de path dependency comme étant le concept institutionnel qui peut le mieux expliquer ces hésitations, d’autres éléments de l’analyse institutionnelle sont mises à contribution pour éclairer les choix américains.
