从分析高等教育的育人和社会两大功能出发，结合广西高等教育发展取得的成绩和广西“十二五”期间经济社会发展战略任务，阐述高等教育在广西经济社会发展中具有基础性、先导性和全局性的地位和作用，提出大力发展且优先发展高等教育事业，是广西经济建设和社会发展的迫切要求和战略选择。
