Abstract
Cet article propose une réflexion sur le leadership en présumant que son développement au sein des administrations publiques peut contribuer à la mise en œuvre des efforts de modernisation des États. Une première partie est consacrée au concept lui-même, apprécié à la lumière de trois propositions. La seconde partie suggère des pistes visant à faire progresser la compréhension du phénomène d’un point de vue théorique et de sa pratique. La formation au leadership est aussi brièvement abordée.
