Abstract
Un nombre croissant d’Etats ont décidé de céder la gestion de leurs aéroports, ouvrant de nouveaux marchés au secteur privé. Le groupe KEELY1 a signé, en 1995, un contrat avec le gouvernement valisien pour la reconstruction et l’exploitation de l’aéroport de Talip. Cet article relate d’une part la mise en place d’un partenariat public-privé dans le secteur aéroportuaire et se propose d’autre part d’étudier les diverses facettes de ce type d’organisation partenariale qui permettent d’appréhender le PPP comme un système d’affaires pondéré. Nous examinerons de manière plus approfondie les attentes et les stratégies concourantes de ces partenaires qui façonnent « l’écosystème concilié ».
