Abstract
Les instruments mobilisés par les politiques d’intégration socio-urbaine américaines et françaises sont révélateurs du contraste entre les philosophies qui sous-tendent la fonction du territoire dans les deux régimes d’État providence. Derrière une instrumentation a priori semblable, soit un projet et une instance de pilotage locaux, la fonction de l’État central, la dynamique du système d’acteurs local et la relation aux bénéficiaires obéissent à deux logiques très différentes : celle de l’intérêt commun aux USA, où il s’agit de refonder la communauté par la mobilisation de forces plurielles, chacune porteuse d’un intérêt légitime; celle de l’intérêt public en France, où l’enjeu est de produire un intérêt général local par la mobilisation des seuls acteurs de la sphère publique. Pour illustrer ce contraste, deux politiques sont examinées : celle des Empowerment Zones et celle des Grands Projets de ville.
