Abstract
Dès son arrivée à Montréal, la situation de l’immigration créée à la faveur de la guerre donne à M gr Charbonneau l’occasion de traduire ses convictions sociales et son ouverture d’esprit dans les domaines du logement, de l’action catholique et syndicale. Son attitude pragmatique est différente de celle, plus idéologique, des nationalistes traditionnels. Il est d’abord question de l’évolution du regard porté sur l’immigration depuis la crise de 1929. Cette évolution est prise en cause par M gr Charbonneau de concert avec les mouvements d’action catholique, qui retiennent les aspects humains et concrets du logement. Quant à l’action catholique, une véritable lutte de pouvoir se livre entre les mouvements spécialisés favorisés par l’archevêque dans sa lettre de 1941, et les associations comme l’Association catholique de la jeunesse canadienne (ACJC), à saveur nationaliste, dirigées par les jésuites depuis le début du XX e siècle.
