Abstract
Durement touchée par la transformation structurelle de sa base industrielle, la région de Sorel s’est engagée depuis les années 1980 dans une démarche partenariale de développement local. Suite d’avancées et de reculs, cette expérience démontre que le partenariat sur ce terrain est un processus de compromis entre des intérêts divers, voire divergents. S’il est possible d’identifier des gains économiques et sociaux, certaines pratiques de freinage persistent. Les structures publiques de soutien jouent un rôle déterminant dans une telle démarche. Mais ce sont les acteurs qui font avancer le processus, et le rapport de force qui s’établit détermine ceux qui ont accès aux cercles du pouvoir.
