Selon le Règlement 181/98 de la Loi sur l’éducation de l’enfance en difficulté en Ontario, tous les élèves identifiés comme ayant une anomalie doivent recevoir une education appropriée selon leurs besoins. Ce Règlement, intitulé Identification et placement des élèves en difficulté, exige que les écoles de la province préparent un plan d’enseignement individualisé (PEI) pour ces élèves afin d’atteindre les objectifs d’apprentissage du nouveau curriculum scolaire de la province. Un PEI est obligatoirement élaboré suite à une évaluation du comité d’identification, de placement et de révision (CIPR), qui identifie l’anomalie de l’élève en difficulté. Ce même comité détermine également le placement de l’enfant, comme par exemple la classe pour l’enfance en difficulté (classe spéciale), la classe ordinaire ou autre.
