Aux Pays-Bas, les pouvoirs publics ont eu recours, depuis les années 1950, au thème de la proximité spatiale afin de tisser le lien social à l’échelle de l’environnement résidentiel des citoyens. Sur le terrain, la promotion de ce lien social est progressivement devenue le corps de pratiques sociales spécifiques, centrées sur l’habitat et la vie de quartier. Mais cette prise en compte précoce du territoire n’a pas empêché que l’essor de l’État social néerlandais soit essentiellement basé sur le principe de la solidarité organique. Cependant, depuis une dizaine d’années, le territoire est également mobilisé dans une autre logique, celle de la réforme de l’État social. Comment les deux logiques d’action publique engageant la notion de territoire peuvent-elles coexister ? Quels sont leurs effets sur la pratique de l’action sociale de proximité dans les quartiers d’habitat social ?
