Abstract
Cet article analyse les relations entre Etats et firmes multinationales, à partir du cas de l’exploitation du nickel en Nouvelle-Calédonie. Le but est de montrer que les objectifs des partenaires divergent et que la FMN peut, dans une très large mesure, imposer ses choix. L’article se focalise sur le projet minier novateur de la FMN canadienne INCO. On montre que les répercussions économiques seront faibles pour le territoire. Au contraire, la FMN peut négocier des exemptions fiscales considérables. On s’interroge, ensuite, sur les raisons du gel du projet par la firme et on montre qu’une fois les gains obtenus dans la négociation, il peut être profitable de ne pas exploiter la ressource. On analyse, enfin, l’importance pour la firme d’avoir des projets dans au moins deux pays, afin de maximiser les concessions des pays d’accueil, en les mettant en concurrence.
