The author evaluates the cellular control channel capacity as a function of C/I and proposes a modified frequency plan in conjunction with antenna engineering to enhance the performance. It is shown that a directional antenna with downtilt provides line-of-sight propagation in the serving base and out-of-sight propagation in adjacent bases. The resulting effect is a further improvement of C/I performance. It is shown that the control channel capacity is a function of C/I and Rayleigh fading.>
