Abstract
Résumé Les dimensions sociales des régimes de citoyenneté sont actuellement en cours de redéfinition. Les communautés de politiques publiques préconisent un passage de dépenses de protection sociale dites passives à des politiques conçues comme favorisant une « société active » et une « citoyenneté active ». Ces transformations ne se résument pas à un triomphe du néolibéralisme et relèvent de logiques plus complexes. Plusieurs pays reviennent aujourd’hui sur les restrictions budgétaires et les contraintes du néolibéralisme pour adopter une « perspective d’investissement social » visant à contrer les « nouveaux risques sociaux ». Cet article analyse les conséquences de ces changements pour le régime de citoyenneté et les rapports de genre au Canada.
