Abstract
L’auteur examine d’abord les quatre conditions nécessaires à l’établissement d’une politique nataliste : a) consensus sur un niveau de fécondité minimal; b) improbabilité que ce niveau soit atteint spontanément; c) existence de moyens d’intervention efficaces; d) solution des conflits possibles entre les mesures envisagées et d’autres intérêts ou objectifs. À propos de la dernière condition, on examine brièvement les coûts de certaines mesures et l’opposition que peut présenter l’idéologie féministe. En conclusion, l’auteur prend parti : il ne s’agit pas d’établir de façon intempestive et dès maintenant des mesures coûteuses; mais malgré les incertitudes, il est grand temps d’inventer et d’explorer des moyens d’action efficaces, sans perdre de vue l’effet de justice sociale des mesures envisagées.
