Abstract
El artículo examina el enfoque ascendente y el descendente del ordenamiento territorial, adelantados en Colombia. Se basa, para ello, en la metodología cualitativa, que combina la comprensión de textos y de actores por medio de entrevistas, fuentes documentales y la observación directa. El artículo postula críticamente diferencias entre dos lógicas: la del Estado organizador y modernizador, y la culturalista. La primera se basa en la imitación de modelos descontextualidos de países “desarrollados”, mientras que la segunda construye el territorio a través de la reivindicación identitaria o la exigencia de derechos por parte de los actores sociales. Finalmente, se presentan algunos retos para la organización del territorio en Colombia.
