La participation de la société civile à la gouvernance de l’environnement et des ressources naturelles est devenue incontournable. De nombreuses expériences témoignent de la capacité d’acteurs locaux à contribuer à une gestion durable de leur milieu. Conséquemment, de nombreux États ont développé récemment des modèles de gouvernance ayant recours à la collaboration des acteurs de la société civile. Le passage d’une utilisation descriptive du nouveau paradigme de la gouvernance à sa mise en œuvre planifiée est toutefois une entreprise complexe. Notamment, l’institutionnalisation de la collaboration dans un modèle de gestion planifiée de l’environnement nous apparaît problématique étant données les réponses variées pouvant émerger des collectivités locales concernées.Dans cet article, en observant le cas de la mise en œuvre de la gestion de l’eau par bassin versant au Québec, nous mettons d’abord en lumière les raisons de cette complexité. Néanmoins, nous proposons d’utiliser la notion d’organisation sociale pour poser un regard prospectif sur les réponses des collectivités locales à la mise sur pied d’approches collaboratives. Cette position d’analyse nous permet de dégager les défis, particulièrement pour l’État, accompagnant le recours généralisé à la collaboration.
