La politique de réduction des effectifs au sein de la fonction publique du Québec a eu un impact durable sur la santé mentale et les attitudes au travail du tiers des rescapés des suppressions de postes draconiennes décrétées en 1997. Surcharge, épuisement, insatisfaction, sentiment d’injustice ont été rapportés davantage par les syndiqués que par les cadres dans une enquête menée en 1998 et en 2000. Des pistes sont suggérées pour faciliter l’adaptation aux changements structurels dans les administrations publiques et réduire l’intensité des effets négatifs qui perdurent.
